PAC 2023 meeting will be hosted by Tax Justice Network Africa (TJNA) and Africa Tax Administration Forum (ATAF).
Tax Justice Network Africa (TJNA) founded in 2007, is the only pan-African organisation with network presence across the continent working toward tax justice. It is a growing regional network with over 40 member organisations spread across 25 African countries.
TJNA’s founding mandate is built on the firm belief that structural transformation of the African continent can only be achieved through forging strategic collaborations and partnerships at national, regional, and global levels. The TJNA secretariat based in Nairobi, Kenya serves as a coordination hub. It also provides technical backstopping to its members, supports capacity development, resource mobilisation and policy engagement at regional and global level on behalf of its membership.
TJNA collaborates with the technical arms of regional institutions including the African Union, United Nations Economic Commission for Africa, and the Africa Tax Administration Forum as well as regional civil society networks. TJNA is also a member of two global advocacy platforms, namely: the Global Alliance for Tax Justice and the Financial Transparency Coalition to support global level engagements.
ATAF serves as an African network that aims at improving tax systems in Africa through exchanges, knowledge dissemination, capacity development and active contribution to the regional and global tax agenda.
ATAF strives to build efficient and effective tax administrations in Africa to become the leader on African tax matters, enhance economic development and improve the living standards of the people of Africa.
The organization's primary mission is to enhance the capacity of African tax administrations in achieving their revenue objectives. Simultaneously, it seeks to elevate the role of taxation in African governance and state building, recognizing the pivotal role of tax revenue in these processes. To achieve these objectives, the organization is dedicated to generating and disseminating knowledge on tax matters, which informs policy and legislation formulation.
This knowledge-sharing is integral to fostering transparency and accountability within tax systems and ultimately improving revenue collection. Additionally, the organization strives to provide a powerful voice for African countries on both regional and global platforms, aiming to influence the international tax debate in ways that align with Africa's interests.
Lastly, the organization actively works towards the development and support of partnerships between African countries and development partners. In essence, the organization's overarching goal is to contribute to the efficiency and effectiveness of African tax administrations, support African policy authorities in their endeavors, and have a significant impact on the international tax debate, with a focus on standards that serve Africa's best interests.
