    Session 3: Accelerating Africa's Fight Against Illicit Financial Flows

    Building on the launch of the Anti-IFFs Policy Tracker at PAC 2025, this session will present the first continental findings from its implementation across participating countries. The discussion will move beyond measuring legal frameworks to examine whether reforms are translating into meaningful institutional change. IFFs continue to undermine Africa's ability to resource its own development, eroding public revenues, weakening governance structures and reducing citizens' confidence in public institutions. 

    While many African countries have adopted laws and policy reforms aimed at addressing IFFs, implementation remains uneven and significant gaps persist. The session will identify emerging trends, highlight good practices and explore the institutional, political and technical reforms needed to strengthen implementation. It will also consider how governments, regional organisations and civil society can work together to improve transparency, accountability and cross- border cooperation in tackling illicit financial flows.
