The Tax Justice Network Africa (TJNA) in collaboration with the African Union Commission (AUC), the African Tax Administration Forum (ATAF), IDEAS and the United Nations Economic Commission for Africa, alongside its local partner the Economic Justice Network (EJN), are announcing the 13th Pan-African Conference on Illicit Financial Flows and Taxation (PAC 2025), to be held in Johannesburg from October 7 to 10, 2025.
The theme is "Honouring a Legacy, Building a Future."
The 13th edition of PAC 2025 will bring together tax justice stakeholders, civil society organisations (CSOs), government institutions, academia, and international partners to reflect on the progress made since the landmark High-Level Panel (HLP) Report in 2015. It will also explore new strategies to address illicit financial flows (IFFs), strengthen domestic resource mobilisation (DRM), and enhance Africa’s leadership in global tax governance.
The event will be structured into the following sessions and activities:

- Consultation Meetings and Bilateral Discussions

PAC is an annual event coordinated by TJNA in collaboration with its partners. The conference provides a platform for alignment and collaboration among African CSOs, pan-African institutions, and government agencies. It also offers space for researchers and academics to evaluate the continent’s DRM efforts and produce evidence-based recommendations to support tax policy and advocacy.
